Brian,

Are you sure it's saving the .swf at a larger size, or is the Flash
player just scaling it up when you test movie? I've seen this on the Mac
where test movie opens the .swf at its largest possible size, but the
actual original .swf dimensions aren't any different from what you
specified in the .fla.

In the Flash player, go to the View menu and make sure it's set to 100%.
That should display the .swf at its intended dimensions.
