Hey Chris I asked this question earlier today.
Place this script in your next to last frame:
Set Variable: "counter" = counter +1
If (counter <3)
Go to and Play (1)
End If
That's it.

I have made some banners that are required to loop only 3 times. How do I do
that?
The help only referred to loop being on or off.
