Have you tried adjusting the movie?

Modify Movie (ctrl M "pc") and adjust movie size (pixels) when you export
the movie set to Match Movie.
Their you go.....

I am publishing a flash file. I want to publish at 550 X 800. But when I
do I only have 550 X 440 of stuff on the page at the bottom. How do I get
more canvas space in Flash to work on?
