Smacker from http://www.Radgametools.com will do that, and it's free. But
you can't create a convincing streaming video in Flash -- you would have an
enormous preload in order for it to run smoothly. I achieved that effect in
http://www.dartfrogmedia.com/rickfrnd, but only for about 15 frames, and
it's a simulation of an old silent movie, so the low quality is actually
part of the appeal.
