You can use a tool like Smacker (radgametools.com) to convert the video
frames to bitmaps. Then select a few frames. Then use Photoshop to increase
the contrast and convert to 1-bit (black/white). Then probably autotrace in
Flash or Adobe Streamline or Freehand, although you might also just retain
it as a bitmap (see which ends up being smaller file size).e
