Try this.

One circle with no line. Fill it with a custom gradient that is 100% white in
the center and 100% white at the out side, but set to 100% alpha transparent.
make this a symbol named "cloud circle: or something. Then just duplicate and
resize it on many layers and animate accordingly. I've used this for clouds
and mist.
