Use Shockwave. Easiest, fastest, strongest.

The tutorial "Build a Chat Site in Five Minutes" doesn't include an example
of directed viewing, but this is definitely a common use of this killer
graphic chat engine.

Go to http://www.multiuserzone.com/ and click on "Resources". You can get a
trial of Director, the tutorials, and a functioning multiuser server for
free. There are other links there that may have readymade info on the
specific app you're looking to build.

If you'd rather contract it, then experienced developers should find this
straightforward to implement... check out the Multiuser newsgroups on the
Macromedia news server, or the Job Board at Director Online, etc.
