Actually depends if you are talking about a 2d or 3d DXF file.

If you are just asking about pan and zoom... then maybe its a 2d DXF file.

In that case... you can use Illustrator to open the DXF file and then
save that out as a Flash SWF file.

(This is from Illustrator help box)

Open, Place
Supports DXF release 13. Placed files will be embedded.
