Not the same.
Briefly ( :-) ) :
There is a Shockwave Player (plugin), and a Flash Player (plugin).
You create Shockwave Player content with Director;
you create Flash Player content with Flash.
Furthermore, Flash Movies can be "elements" of Director productions.
