Frame rate is determined by the base movie (level0) and there's no other
way to adjust it. But there are two work-arounds: 1) You could make several
versions of your movie clip, inserting extra frames to make them run
slower. 2) You can issue tellTarget commands to make the movie clip advance
two frames at a time. This is usually done with actionScript or a looping
movie clip that issues two Go To Next Frame commands per frame.
