In this case the answer is no, can't be done in Flash.
If you need this type of control over sound then you can use Beatnik. It
integrates seamlessly with Flash movies and will allow you to do what
you want. In your case it would be a matter of using a combination of
getTempo and setTempo instance methods.
For example 'myMusicObject.setTempo (myMusicObject.getTempo() + delta)'
would either increase or decrease the tempo measured in beats per minute
by the value of delta.
Another possibility you might want to check out is to use Director.
