Hmm, I may have pulled the wrong question from the description, but if

you're asking whether someone who does not have control privileges on their

own machine can install things, then that doesn't seem to be the case.


(If your core goal is perhaps to distribute to an intranet population, then

you can have the people controlling those machines include the Macromedia

Flash Player when they install the operating system or the browsers

(included with both), or for the current version they can license the

Macromedia Flash Player 5 for intranet distribution at

http://www.macromedia.com/support/shockwave/info/licensing/ .)
