In this same vein, I have noticed that projects with raw 44.1k 16bit audio
take FOREVER to compress into swf file. Yes the result is small and sounds
good but the FLA file is bulky and slow to work with. I was hoping that
importing mp3 files at the final target compression rate would result in no
re-compression of the file.

Is all this true?

Sorry, I disagree...

Use completely uncompressed sound when you import it into flash. Set bit
rate and quality of the mp3 in File->Publish settings->Flash

double compressing the sound will destroy the quality.

Make sure the sound is in mono if you are trying to save space.

Have you considered using a loop instead of the whole tune?

You need a good program like Cool Edit Pro or Sonic
Foundry to reduce the bit rate of the MP3 and crunch
it's size down.
