You need to create a "parked" layer on level 0.  When you don't want the 

buttons to be active create a frame that has everything you need accept the 

buttons and tell _level0 to stop on that frame.  You can do that or pu the 

buttons into a movie clip and turn off it's visiblity when you don't want 

them to be active.  Either way works fine
