Windows doesn't automatically set up file associations. Windows has to be
told what extension are associated with what programs! This is done when
you install a program. The wonderful Registry! If you take a Flash file
FLA and open on a windows computer that doesn't have Flash, windows won't
know what to do with it.

You have to tell the server, so the server can tell the browser. It's the
same with Real Audio and other plug-in applications.
