If you want vector drawing, then use a vector app like Illustrator or
Freehand. Use Photoshop (and ImageReady and Fireworks) for creating bitmap
images. Really, as posted earlier, bitmaps will look crappy in Flash
(especially if a user scales their browser window or zooms in with the
plugin), and if they HAPPEN to look OK, or you can put up with piexelation,
then you will still have a filesize problem.
You'd have a hard time painting a miniature figurine with the same tools
that you'd use to paint a billboard.
