It has to do with a META tag that's often automatically generated by
WYSIWYG HTML editors. It looks something like this:
<META HTTP-EQUIV="Content-Type" CONTENT="text/html; charset=iso-8859-1">
It's actually official from the W3 organization (i.e., you're "supposed"
to have it), but that tag is what causes Netscape to re-reload pages. If
you take it out, no more re-reloading.
I've seen people get around the problem by making those quotes into
" entities, but I don't know if that amounts to the same thing from
W3's point of view.
