Help with "Tell Target"........AGAIN. :)

I know this has been covered zillions of times but now I really need it

myself.  I am having real problems getting the "tell target" to work with a

little animation I've done.   If you guys could check out

and download the FLA there to see what's wrong, I would appreciate it.  I've

been messing with this thing for 2 days with no luck.
