Open as Library will not work if the referenced movie is already open in Flash

(even if it's stage is not in the active work window).  But as others have

noted,

you can get the referenced library onto the screen by opening it from that

movie,

then switch to the movie where you want to import symbols.  Otherwise, exit

the referenced .fla movie and Open as Library should work fine.


Too bad MM doesn't give you a dialogue "movie already open" or some kind of

clue as to the problem :(
