In Netscape in the cache prefs under advanced under "Page in cache is
compared to page on network" check everytime.

In MIE check Always in Update Cache under advanced settings

I use a Mac. Windows settings may be a bit different.

It usually works.

Sometimes one has to super-reload - use, option-click on a link. In
frames you may have to open the frame in a new window and
option-click on it.
