It sounds likr you already know the "BEST" way to make the buttons.
Text created in flash will scale better, load faster, and will reduce file
size.

I tried gif, jpg, and bmp,

With a little bit of pratice, you will be able to use the drawing tools that
flash provides
to create the desired effect.
