Once your entire movie is done, you can compute percentages based on the
number of frames. (ie 100 frame movie, 5 frames = 5%) Once you've computed
the number of frames/percentage ratio, place labels throughout the movie
that are labeled 5%, 10%, 15% etc...

In your loading animation, each frame has a frame has a "if frame loaded"
that checks if the corresponding percentage frame has loaded before moving
to the next percentage.

If you need a more thorough, step-by-step, let me know but I think you can
get the gist of it.
