before this particular command is executed, the file is already in the
persons cache as its a file that is required when downloads happen.

Any chance that you may be trying to tell it to do something before it is
completely loaded? what about trying to build a "loader" of sorts into it
that will take it to the frame after it has fuly loaded into the level?
