I'm not sure. What's "thouth"? ;-)
An optional download for a Flash 3 Player is useful, but I think the real
payoff will be at level of the interactive Macromedia Flash 4 Player...
rich interfaces beat passive displays.
It would also be helpful if it were burned into the box, so that the entire
population could be counted on to view the content.
It can sometimes be frustrating, waiting for the future to arrive.... ;-)

If you're working with a manfacturer of portable devices, then you're
welcome to the zero-cost licensing for the Macromedia Flash Player Source
Code. The initiative is designed for precisely this use of integration into
emerging devices:

If you're instead a content provider for a specific device, then I'd urge
investigating any beta programs that that manufacturer may be offering for
upcoming devices... this could let you do testing on upcoming devices as
they pass through various stages.
(Ditto your point on JavaScript differences among devices... this is one of
the big wins that the Flash Player promises for various portable devices:
universal consistency.)
