That's true. The small Flash Player does not include a full-fledged HTML
renderer. That's one reason it can be so much smaller than a web browser.

The Macromedia Flash Player can reference other SWFs at runtime, but it
doesn't contain import filters for various formats like GIFs or JPGs or
such. That's another reason it can be tiny and portable.

Part of the size of the Shockwave Player is that it can digest a variety of
media types at runtime. It also includes an HTML representation for its
#text media types.

For full-fledged HTML rendering, however, that's definitely a browser...
otherwise you might have a plugin that includes a page that includes a
plugin that includes a page that... well, you get the picture.... ;-)
