I am looking for a tutorial or preferably a sample .fla file that does the
following...

I want the user to be able to reorder the graphics on a page to their
liking. If there are four graphics listed like so...

4

If graphic 4 is dragged between graphics 1 and 2, then graphic 4 should
become 2, 2 would become 3 and 3 would become 4.

Make sense?? Can this be done?
