Traditional character animators charge by the foot of film (ie, per 16
frames rendered) not by the hour. I don't know what the current rate is
these days, but its not cheap.
A conventional 30 second cel animated commercial (45 feet of film or 720
frames) would normally have a schedule between 4 and 8 weeks, depending on
the project, its complexity and the number of people working on it.
The character animator would usually have his or her work completed in the
first two or three weeks, and be available for further work or tweaks as
needed over the course of the schedule.
The rates you quoted for a flash creator (ie, someone who can script and
optimize as well as plan your project online) at 70/150$ an hour sounds
about right. However, animation skills are different since you don't
necessarily need any knowledge of flash at all - you might need an animator
for a few weeks and then someone skilled in flash production (ie, probably
cheaper than the animator) to translate that animator's work appropriately.
Flash production is admittedly different than film, but 30 seconds of
drawing = 30 seconds of drawing no matter how it's rendered.
I know this doesn't exactly answer your question about budgeting - I am not
a character animator but I was an animation director for a long time - but
it might help a little re: manpower and how long it takes to draw or
conceptualize something.
