John,
I'm not 100% sure, but I think it's because NS resizes the entire
window, including all the menubars, but IE uses those dimensions to size
the viewable window, excluding the menubars. The platform differences in
IE are therefore different due to different buttonbars, and as you say,
NS should stay pretty consistent as the way it handles window sizing is
more absolute.
MS has a good idea since the viewable window is the developer's canvas
and having to account for the wide variation of user's menubar settings
means you can't be very precise with NS. But by introducing that, we
wound up with even more headaches. Gotta sniff 'em.
