if you look at the credits, they've got a team of 20 or so
including all editors/producers/sound/animators/illustrators/etc

I'd say it takes from 3 weeks (if everything is a well-oiled operation)
to around a month of everyone's time to go from zero to production.
But that's staggered because you can't do squat without a storyboard
and that takes almost half the time...
So, you're only interested in character stuff...let's see...by far, the
most
grueling part is the lip-sync...if you look closely at the animation
in whirl girl, it's pretty bland...the fact that the illustration is
well-done
hides this pretty well. They probably spent over 75% of their time on
lip
sync.

Flash animators are hot, and if you want freelancers (?) that costs
more,
so I'd say budget $120 - 180 an hour per person (I tend to leave room in

my budgets for the unexpected unexpected--as opposed to the expected
unexpected). The rest of the math is up to you. The ultimate cost of a
project
is directly proportional to a) the quality of the final result which is
directly
proportional (with a max) to b) the amount of time sunk into it.
commonsense
of course, but this is ESPECIALLY true in animation.

you'll probably get more specific answers from the character animators
on this list, of which I am not a member.
