You could try using Fireworks3 and Dreamweaver3 to create templates for the
client. With templates, the client can only change certain fields or areas
in the HTML page (defined by you, of course). But since we're on the topic
of Flash, you can do the navigation, look and feel, etc etc and leave text
fields for the oh so long texts. You can put all the text in a .txt file and
load them into the text field, then to scroll, use the .scroll and
.maxscroll properties already built into Flash 4 to scroll long text fields
dynamically (based on the lenght of the text loaded from file). If you want,
I can forward you a little tut on txt field scrolling offlist. :)

But on the other hand, if the client wants to change the menu names (for
example), he'd have to get into the .fla file.
