No, they can use the existing Flash 4 player to view Flash 4-created SWFs
and below.

The Macromedia Flash Player is backwards compatible; it is not, however,
"forwards compatible". What I'm saying is that the Flash 4 player will not
play Flash 5 movies correctly. You will need to provide a detection scheme
to determine the end user's player version, if you use Flash 5 to author
Flash 5 SWFs.

Currently, there are no shipping browsers that have the Flash 5 player. The
only place to get it at the moment is on the alternate downloads page on our
site - it's a public beta at the moment.
