A.swf's and all symbols have to be downloaded whether or not it was used in
another swf

Make a new flash movie so it doesnt become to large or
keep adding scenes to your movie to be able to reuse symbols?
A.Entirely depends on the scope/size/functionality/purpose/ of the project .
. . One idea is to analyze if the frequently used symbols themselves
couldn't be seperate swf's
