I guess it's pretty hard to predict the bandwith of broadband services...
In Germany you have DSL available from 128k/s (ADSL) to 6 MBit/s (SDSL)...
In my opinion average consumer broadband services will be at about 1 Mbit/s
in the future because this is the minimum bandwith needed to stream
acceptable quality (fullscreen) video.
