Absolutely. Download the free trial version and spend some time with it.
You can do that and much more, besides.

(On-topic aside: If you start an image in Fireworks with a transparent
background, then Flash will be able to import this Fireworks file with
background transparency. This can be quite handy if you wish to have a few
natural-media brushstrokes in a Flash piece, for instance. Give it a try:
fast, simple, pretty.)
