Hey Paul,
this is correct. netscape 3 does not support JavaSCript inside
of tables, and I think that Netscape has listed this fact as a bug with
the browser.
May I suggest this? Use JavaScript to _completely_ construct
the table AND its contents. That way, you end up with a table containing
your image and everything works fine. i've used this on several
occasions and it has served me well.
