You could try opening an MP3 in a sound editing program and resaving it as a
different format...I haven't dealt much with MP3 formatting, so I don't know
what this would do to the quality. And I also don't know much about Flash 4's
sound compression.

I do know that the Quicktime 4 player will play MP3's fine, and that QT4 and
Flash 4 are more compatible. Maybe there's a workaround for this.
