Reducing unneeded details in a picture will generally make it compress
better. By reducing the color set you combine small ares of similar
color into larger areas, this results in an image that will compress
better in most any format including jpeg.

No, but it may or may no result in an acceptablr picture, if you reduce
the colors (thus detail) too much.

There are a lot of techniques (including this color reduction method and
dot by dot hand corretion) that can be used to remove small areas of
unneeded detail and make larger areas of like color that will result in
a picture that will compress better.
