All movie clips and movie timelines follow the framerate of the base 

(level0) movie. But Flash does not adhere to a strict framerate, it plays 

frames as fast as the user machine will allow. The exception is if there is 

streamed sound in the movie, in which case animation is forced to keep up 

with the sound, even if animation frames must be dropped. Flash still tries 

to adhere to the frame rate set in the base movie. You cannot alter frame 

rate except by unloading all movies and replacing the base movie with one 

of a different frame rate.

The only way to reverse a sound in Flash is to create a reversed sound in a 

sound editing program and import it to Flash. Flash has no way to play a 

sound backwards.

Depends how much else (animation, sound, ActionScript) is going on. The 

more processing is going on, the slower Flash performs.
