Robert Bleeker's highliter drawer (with duplicated movie clips, I
believe) sounds pretty similar, and doesn't run too slow at all (though
it draws dots with spaces if you draw too fast):

Matt W has a drawing program (URL, Matt? looks like I didn't save it)
that also does something similar.
