This may be cumbersome...but create an extra frame.
In one frame have your audio and set the sound properties (event) to start and the other to stop.
If you are using two button (start & stop) then you will just have to link each button to the appropriate frame. If you are using one button you'll have to do a little coding (IF/Else).

I am trying to create a button that will turn sound on and off, so if
someone doesn't like the music they can get rid of it. I figured out how to
turn it off using the "stop all sounds" action, but how do I get it to turn
back on if the person wants to. Any help would be great, thanks all.
