One thing you could do is create the "start" button. In its over/down state, set
global variable POPUPMENU=1. In it's out state, set POPUPMENU=0.

Create the popup box graphic object. Within that "box" place all the other
buttons for the menu to go to other respective parts of your site.
Frame 1 (no graphics): Actions: Stop. If POPUPMENU=1, go to frame 2.
Frame 2 (w. menu box & buttons): Actions: Stop. If POPUPMENU=0, go to frame 1.

Not too sure what the ActionScript would be for that exactly, but it should
work.
