Shoot, I sent you an answer this morning and it still hasn't posted to the
list. Here's what you do:

1) Resize your movie to 400 X 267 or whatever;
2) Unlock all your layers;
3) Hit the "Edit Multiple Frames" button on the bottom of your timeline;
4) Select all, and;
5) Scale, move do whatever you want to the contents of your movie. MCs
will scale proportionally to the rest of the movie.

That's it!
