They are asking you to communicate with their CGI so that their CGI calls the
link rather than your Flash calling the link. Their CGI probably keeps a
database of click throughs so they can generate statistics on who is clicking
what and going where and potentially charge for clickthroughs in addition to
impressions.

Just follow their instructions exactly. If they didn't provide it, ask them to
send you an example of their required "flashtext.txt" file so you can adhere to
its format. I find their text file description a little vague too.
