The Macromedia Flash Player can dynamically load other SWFs, but to read
arbitrary other formats at runtime you're really looking at the increased
media support in the larger Shockwave Player.
(For a webcam, you might consider just showing the JPG or whatever in the
HTML page in the usual way... you can still usually use a Flash
navigational system around that.)
