I have to say that, no, with traditional means, frame rate in a Flash movie
is global. Once set in the authoring environment, all timelines (main, movie
clips, loaded movies) all assume the same frame rate.
However, tricky workarounds exist, such as the method that JGL suggested
(using streaming sound in a loaded movie to affect playback speed).
But natively, this isn't a feature.
