Some browsers permit this... specifically, IE4.0 or later on Win32 offer
"windowless controls" which can be composited with other content. The Flash
ActiveX Control can use this if you set its "WMODE" attribute, as defined
in the docs.
This lets you put text atop the SWF, or drop out the background of the SWF,
or (assuming you put the SWF in a draggable DIV), to make what appears to
be a non-rectangular floating doohicky.)
Not all the browsers support this, though, so it's rare to see it used. You
can see some samples at:
