I know that this is an old thread, but I just encountered this problem right
now, remembering this thread I looked to see if there was an answer to my
problem. I am currently using a websafe color and since the only solution
seemed to be to change it to a nonwebsafe color (which I really did not want
to do) I thought I'd try something different. I've only checked it on a few
computers but it seemed to work.
What I did was to set the background to transparent in the html using the
<param name="wmode" value="transparent"> in the object tag. This only works
in IE and since the problem is only in IE it seems to fix it. It only works
if the background in the swf is transparent as well. The background is set
to the correct BGcolor in the EMBED tag so it looks right in netscape too.
I realize this is about a week and a half after your original post, but I
hope it helps.
