One suggestion/approach is to cut out your pieces using your favorite vector
or bitmap editing software, depending upon your image format.
Import those images to flash and create seperate symbols that will drag and
dock to the appropriate location. Let the lines exist until the last image
is in place and when that happens, tween a new (higher) layer of the
composite image over the assembled sections.
I have not made a puzzle before but the above approach popped in my head as
a possible way I would endeavor such a feat . . .
