You didn't say if you had a capture card? Since most Capture cards come with
software, I'll assume you don't. So the first step is to get a card. Now
here you have several ways you can go. If you would like to also be able to
put your video on VHS, you want to get a card that supports full resolution
DV. The easiest/cheapest way to do this is to get a firewire card, you can
find a Pyro or Digital Origin card for around 1-200$. Some of these will
come with capture software, others don't (last check on pricewatch you can
get a pyro DV card with software for 100$). For short clips to go into
Flash, this should be sufficient. I have not used this software, so I'm not
sure it supports exporting a range of numbered frames as jpg or BMP, which
is what you want to bring images into Flash. If it doesn't, get one that
does support exporting to QuickTime movies, get QuickTime Pro (30$), which
will export numbered frames, you can then import these into Flash in order,
set your image compression, and export as swf.

If you don't want to go to vhs+, just Flash/web video, you may be fine with
a usb capture card, several of these on the market from 100-300$. Since
these cards only capture around 1/4 DV resolution-something close to
320x240-I'd only recommend this if you either don't want to open your case
for the firewire card, or don't have the drive space (and don't want to
upgrade your drive) for DV files (about 2 GB/10 minutes). These cards come
with a variety of software, so again if they won't export numbered jpgs,
then you would want to get QT Pro as above.

The only free solution I know of is if you have a firewire'd Mac, then just
download iMovie and capture away;-).
