I think you may be trying to put the get URL action in the actual button...
Does it have the Up, over, down, and hit frames?
If so, you don't want to do that, it won't work...

Instead, create your button however you want, then place it on your
timeline.
Then double click (or right click / properties) the button on the timeline
and put your actions in the actions tab.
